You can sell a puppy at any age BUT it MUST be 8 weeks old before it can go home with the new family. This goes for all puppies no matter what State or Country you live in. Puppies need to stay with their Mother until they're 8 weeks old or 2 months no matter what. At that age is when they get their first set of shots and de-wormed.

Puppies learn essential lessons from mom and litter mates. If taken from their family too soon, they miss this learning opportunity and may not grow up to be the best they could be.
Puppies should leave home when they seem ready. This means eating well on their own, active, strong, socialized so they come to people with tails wagging. Some are a bit slow to start. These stay longer even after weaning. Usually mom weans the pups when she feels they are ready.
You can sell pups at any age. They may be sold but will stay with mom and littermates until ready. For some toy breeds, this could be as long as 12 weeks.

While some folks will sell the puppies at 6 weeks of age, they really need to be 8-9 weeks old to have a healthy puppy.

I'm not sure what CA law says, but most laws syate that a pup must be 6 weeks old. Most experts would recommend at least 8 weeks. I personally say 12 weeks so they socialize more and are at their best training age before going to their home.

The youngest they should be is 8 weeks. If they try to sell you at a younger age then they are irresponsible breeders and you should run.

they should for the health of the puppies stay with the mom for 12 weeks. It allows them more time to socialize and learn skills they need for life.
