He did. In Romans 5:8, and 2 Corinthians 5:21 he says that Jesus' death alone paid for our sins. Jesus' payment for our sins is appropriated to our "account" by faith alone (Ephesians 2:8-9). Therefore, baptism is an important step of obedience after salvation, but cannot be a requirement for salvation.
That baptism does not save you, just as a wedding ring alone doesn't make you married. But they are symbols of an event that has happened.

Protestants don't need to reword their Bibles, they just interpret any way they like and twist the square pegs until they fit into the round holes.
If baptism is a covenant, then it would have to reflect the same meaning to the Jews as circumcision would. And it does. Circumcision was salvation to the Jews, even though it was up to God to accept or reject the act. Same thing with baptism, we need to stop parting it out and negating its importance by re-translating what we don't like to hear. Salvation and baptism are intimately linked, and Paul has no need to be corrected today on what he meant 2000 years ago.

Because it was obvious to all of them that baptism is done after a person becomes a believer. There was no question back then.
but the traditions of man have brought it that far. Even in the great commission in Matt 28 he said 19 Therefore go and MAKE disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, 20and teaching them to obey everything I have commanded you. And surely I am with you always, to the very end of the age."

Here's what the bible says about baptism:
1-Mark 16:15,16 - "He Who Believes and Is Baptized Will Be Saved."
Man says; He who believes is saved and may then be baptized.
bible says; "He Who Believes and Is Baptized Will Be Saved
2-Acts 2:38 - "Repent and Be Baptized for Remission of Sins"
Are sins forgiven (remitted) before baptism or as a result of it? Note that the purpose of baptism is clearly stated: it is for remission of sins.Consider the people to whom Peter was speaking.
If "for" means "because they already had remission," then Peter must have been talking to saved people. Was he?
He had just convicted them of the sin of killing Jesus (v36), and they were pricked in heart and asked what to do (v37). They did not already have remission, but stood in need of receiving it.
Peter then told them to "repent." If they already had remission, why did they need to repent? The command to repent proves these people were not already saved, but were still sinners needing to receive remission.
3-Acts 22:16 - Be Baptized and Wash away Your Sins
4-1 Peter 3:21 - Baptism saves us.
5-Galatians 3:27 - We are baptized into Christ.
6-Romans 6:3 - We are baptized into Jesus' death.
