so if all carbohydrates were tested for starch would they all shiow a positive test? why or why not?

Starch is only one type of carbohydrate. It is made up of two molecules, amylopectin and amylose into a complex structure for long term storage. Another term for starch is polysaccharide. This means 'many sugars'. Amylose is a chain of several hundred glucose molecules and Amylopectin is a branching chain made of several thousand glucose units.

Any simple sugar like glucose is still a carbohydrate but not a starch until it is assembled.

No. Sugar is a carbohydrate, but is not and does not contain starch.
