He's obviously ill, but no one can tell you any more than that without actually examining the bird.
You need to find a way to plan a payment plan, or borrow money from friends & family in order to have a vet examine this bird.
Animals shouldn't suffer, because their owners don't have the proper finances when they fall ill.

What kind of bird do you have?
Being fluffed up and sleeping a lot could be a symptom of many diseases. When he is awake, is his blinking sluggish? Do his eyes or nose look watery? Open his beak, when you do, does it look normal or is there a lot of saliva? Does he have diarreah? All of these are good signs of a respiratory problem, which is common and is probably what your bird has. Even if it isn't, you should still treat him with a good antibiotic. If there is a Tractor Supply around your house, pick up some Terramycin. This is a broad spectrum, non-selective antibiotic that I've had a lot of success with and I always keep it in my fridge. It treats respiratory, Ornithosis, one eye colds, and more. 1/4-1/2 of a teaspoon per gallon for 7-10 days should clear it up. If the problem doesn't seem to be getting better after that, you should consider saving up for a vet trip or letting us know about how it's going or if any new symptoms have accured so we might be able to help a little more.

Just like humans, birds can become sick for a wide variety of reasons. Common problems are infections by bacteria, fungi, yeast or viruses, or attack by parasites such as gut worms or mites and lice, or poor diet. In addition, injury can cause illness in birds.You can tell if your pet bird is sick but if you don't act quickly, you might lose your bird.Keep your bird very warm,this is important,85-90 degrees.Use a heating pad,even COVERED hot water bottles can be used,place them around the cage, anything. Cover the back, sides and half way down the front of the cage to help preserve the heat. Do not handle your bird unless absolutely necessary, this will help to reduce his stress. Place your bird in a quiet position. To ensure your birds health, you must take your bird to a vet. Birds hide illness, once the owner notices he is sick,the bird is critical.

What kind of bird do you have?
Birds generally do not show that they are sick until they REALLY are sick. Sometimes, at that point, it is too late to help them.
Are you sure that your bird is a boy? The reason I ask is that sometimes female birds will be egg bound and will sit on the perch and will look miserable. They will fluff out and they will wobble on the perch. If you look at its vent you will see if it your bird looks like it is trying to get something out. Is your bird's feces normal? Do you notice any signs of blood or a different color?
Has your bird gone to the bottom of the cage? If it has it may really be in poor condition. What I would do for my bird is that I would put it in a very quite and warm place. When my bird displays any kind of unusual behavior like that I know that they are stressed out as well. I put a towel or blanket around the cage so that they do not get a draft and that they fell more comfortable and protected. It is important that they are left alone and not fooled around with during this time. I also put a light (like a desk lamp) over the cage (in one corner). This will allow the bird to be able to snuggle under the lamp. If your bird is sick, it is wasting its energy in trying to keep itself warm and not on healing from the disease. If you have access to a red heat lamp (be sure that it doesn't get too hot for your bird.....you will see it "panting" if it is too hot) it is nice to use so that your bird doesn't have to have a bright bulb on all of the time and can still be kept warm while it is recouperating.
MarvelAid is a broad spectrum antibiotic for birds (in liquid form) sold at most pet stores. If your bird is small you will not need to get a whole more than one bottle probably. You replace your bird's regular water with this solution. It has a fruit flavor and most of the birds will drink it without any problems. If your bird is not drinking, you may have to make sure that you actually put the liquid into and eye dropper and give it to him directly. Please be sure not to give the bird too much at one time so that he does not aspirate on the liquid. Most birds will perk up after a 24 hour period with this. I have used it many times over the years.
Make sure that you really clean out the dishes in a bleach solution in case there is residue of the disease. It will help the bird to have a very clean cage. When using bleach, it is important that the cup does not have any lingering smell on it. Rinse, rinse, rinse.

Try the lamp near the cage and cover the cage so the bright light doesn't bother him and will also retain the heat. I would refrain from offering the lettuce unless of course he's not eating anything, it can give them the runs. Offer some boiled egg or some chicken without any spices it will supply extra protein, try it I didn't know a bird would eat this until somebody told me so and it helped my bird.

You need a vet, ask if they will take payments most will. For now if you are in a cold area put him in a small cage and on a heating pad. Half under the cage and the other half free so he can move to it if he gets to hot. There could be so many things wrong to cause him to do that.

He needs to go to a vet right away. Usually by the time a bird shows symptoms of illness they are very sick. If you can't afford a vet why do you own a pet. That is very irresponsible.

Can you afford to eat or go out or spend money on your self, if you can then get that poorly birdie to a vet and stop thinking about yourself for a change. If you have a pet you must put his welfare first, above and beyond anything else, if you do not then you are letting him down (he relies on YOU to care for him.)

Well, you didn't say how old he is, but if you can keep a lamp next to the cage , {as close as possible } where he can't touch it, it may help-I have done that for my birds when they were not feeling well, and they got better soon- Can you give him fresh water , bird food and fresh washed clean lettuce, it will help alot- Good luch , and I wish you the best-

just go to the store you got it from and tell them the story they will have to know bring the bird with you incase >>>>>or do you cover him when there sleeping make sure he gets enough sleep at night GOOD LUCK
