Find him a shelter to go to. Make sure it's no kill. Since he's so loving, he's obviously a pet who is lost or got dumped. He needs vet care and since you're unable to provide he needs to be where he can get help. I'm so glad you rescued him. People are so deplorable to dump their sick pets just because they don't want to sacrifice a little and foot the bill for vet care.

Have food and water where he can find it, and a place to sleep if he'll stay around. The eye problem can be cleared up, he may have a cat cold, or he may have runny eyes from FIV (we use 250mg of Lysine over the food for three days to clear that up in our guys, just crush a Lysine pill with the back of a spoon and sprinkle the powder over the food once a day).

If his butt end isn't swelled or really red, he may have some other problem making his back end sore. Don't give him milk, if he gets the runs from that it'll only make things worse.

Pet him gently and talk to him. He needs attention even if he is sick, and food is his first major thing to get into him. Dry or canned, it doesn't matter. Have a water bowl there too.

If you can confine him to one room, have a litter box there to see the condition of his poop. If he's got diarhea, try giving him some baked chicken, that helps ours get that under control. If it's rock hard it'll need softening up, give him mostly canned food to get more water into him.

I agree with the other person that you need to contact a local rescue center.
In addition you need to your local feed store and get his shots and wormer. Keep his eyes clean, use a warm washcloth and clean them at least twice a day, more if needed. If you don't have a local rescue center, we don't, you can run an ad in the newspaper free kitten to good home and find him a good home where he can get the medical treatment he needs.
The symptoms you described sounds like he may have an upper respiratory infection, which is common in cats.
Good Luck!

Many vets will answer questions on the phone without you bringing the cat in. Or contact your local rescue centre. Or ask online - the following link says

Sounds like it's just malnutritioned. A stray adopted me about 3 Weeks ago that was very skinny with fleas and ticks covering it's whole body. I know going to the vet can be expensive so if you can afford 10 dollars go to wal mart and get some worming medicine, because it sounds like this cat may have worms. Follow the instructions, and for it's eyes you can clean them with boric acid....mix it with water, wet a paper towel and clean the eyes...hope this helps

I think that cat is starving and needs attention..perhaps it's an older cat..usually when the eyes are watery. try to ask what u should do at a pets store they should have some cure there for your cat.It may go back to health if he continue to eat good all the time.

Contact local rescue agencies (no kill). If they have room, they'll accept him as a potential adoptable, and give him the medical care he needs.

I would definitely take him to a no-kill shelter in your area so he can be treated. It sounds like he might be very ill and he needs to be treated by a vet.
These two websites list no-kill shelters, state by state:
