Why do helicopters circle around neighborhoods?

Yup, it's the police. They're either searching or providing information or light if at night, to the police on the ground. The reason they circle is so they won't get shot. If they hovered in one place, they would be an easy target since they're flying so low. News helicopters usually hover in one spot and very high.

Depends on who's flying it. It could be a traffic helicopter, if you're near a major street or highway. If you're near a military base, it's probably training or testing (a military helicopter would usually be obvious). It could be a flight school, too, I suppose. If you live in certain parts of the country, though, it's probably looking for pot-growing operations or meth labs.

There is absolutely no other reason that a helicopter would fly around a neighborhood.

its probably because they are police and there searching for somebody, and i dont think these circle but it might be a news team helicopter.

Could be taking aerial pictures, but most likely helping police on the ground look for the "bad guys." If during the day light hours, could be aerial pictures, traffic control, helicopter rides. Yet again, could be looking for the "bad guys."

if you live close to an airport, even 25 km away, there could be helicopters that are learning to fly in your area. There are practice areas in the skies, and you could be living under one.
Or like everyone else said, it could be cops, traffic/news, military, medevac

What kind? Are they military, police or civilian? There could be several reasons depending on the type.

They only circle round bad neighbourhoods :-)
I have not seen one round my part of the world......unless ther's a big event on.
