Offer them Haiti. Haitians speak French but Shhhh...don't tell them there's only a handful of places that do, outside France.

There is not much to do. When you cross from Quebec to another province, you realize that deep down, apart from idiomatic differences, they are quite different. And there is a lot of resentment from the past, the English government did a lot of terrible things like splitting families and kept the French Canadian part ignorant, hence its poverty status that just started to change since the 70's. But I guess the resentment is more over the medias, and how people tend to say they receive more from the federal government then they receive. Quebecois are proud people, hence if you tell them they are beggars, they will do as not be seen as such, and try to separate. And they don't fear threats, take a logic pill : saying the Federal government will take back his buildings etc does not stand a chance unless you reintegrate them their tax money that served to buy them. But like any revolutions or major social changes, Quebecois will not separate when economy is good and things are ok, so I guess keeping the government as small as possible in business interactions is a good bet. Also trying to understand the other nation and interact with them will make both you and them realize that neither are evil and such; if many Quebecois were friends with English Canadians, and English Canadians friends with Quebecois, both would respect each other boundaries and be able to pass over their little ressentments.
But all this should not really matter. With globalization today, free trade agreements and such, the borders don't mean much today.

tell them that Canada will take back ALL federally funded projects and money, we will take back ALL federal buildings and the jobs .ie) the tax centre in Shawcoutami..Canada will no longer put money towards Quebecs welfare,unemployment benefits etc... watch the mass exodus to Ontario and New Brunswick..

I don't believe that they do, it's a bluff. Even if they want to leave it would be wrong to force them to stay.
