I do not know about the military time.
I prefer 24 hour or AM/PM depending on the situation.
e.g. I'll meet you tomorrow at 3:00 P.M.
My doctor's appointment is schedueled for 10:00 A.M.
I'll be arriving in London at 23:20 tomorrow. Meet me at the airport. (This is to avoid confusion).

The military use 24-hour time, so local time (Lima) is the same, though they do make allowances for world-wide time differences by using GMT (Zulu) as a reference when needed. I've been comfortable with it since before my time in the military, and it avoids some confusion, especially when there are those who try to enforce the impossible (12 pm, for instance).

in a hospital setting, or anywhere involving a 24 hour operating schedule, military time works best. it avoids am/pm confusion.

I have my watch set to display military time. This is most useful if I am in another time zone, but don't feel like resetting my watch; otherwise, it makes little difference.
