i bought a car with a rebuilt title. i only recieved a registration that said title not avalible. come to find out a week after i bought the car the person whom i gave the money to and the person who physically sold me the car forged the signiture of the rightfull owner. is that illegal?

Nope..Also,if you are in a state that requires a notary,It should not have been legally notorized either..Unless the person had a POA to sell the car...Also, there should be a lost title form,if no title..

Absolutely illegal unless the person has a power of attorney for the rightful owner.
