Cook a meal, go to see a film if u r on a budget. U could also do something a bit more upmarket... i dont know where u live but me and my bf went to see the london eye on valentines day - the theatre tickets in the west end were too expensive so i took him there.. (the london eye is a big ferris wheel) & they were doing a special valentines ride... they gave the girls roses and the men chocs. Perhaps the theatre or something similar?

Rent a local hotel room, preferably one with a jacuzzi. Don't tell your spouse you are doing it. Leave candles in the room to be lit later, a picnic supper of Italian bread, cheeses, bottle of wine and some chocolate like truffles. Have some scented bubble bath ready for the jaccuzi.
Tell your spouse you want to go to dinner for your anniversary and you drive. Take them to the hotel and spend a weekend of romance and passion just minutes from home.

My husband and I went out to a restaurant we used to go to a lot when we were dating. It was a very nice little Italian place.
Or you could stay home and make a nice meal, and serve it to candle light. Then perhaps watch a few movies together.
