It's just a hormone and timing thing. If they aren't in the right time of the estrus cycle, nothing will interest them.

The right time is when she has been in season for 13 days. The bleeding stops and she will stand for the dog. Dogs CANNOT mate before then. She will be receptive for up to a week. Keep them apart before then as they will try and become disheartened. Put them together for an hour or so and then rest them for two. Eventually, they will both get it right at the right time. They should 'tie' for roughly 10 mins. How old is the dog? Sometimes a middle aged dog loses the er...urge

The b!tch isn't ready for mating. Is the male on his own territory? Some males will not perform if they are somewhere strange.
Your dogs are "papered"?
Hopefully, they both have hip scores below the breed average, clear elbow scores and current clear eye certificates.

Unless she is in heat and at the phase in her cycle where she is receptive there isn't much else you can do...

As for breeding having "papers" isn't a reason to breed.
I hope taht they both have had and passed OFA/PennHip, CERF/PRA, Thyroid, Brucellosis tests, have either been shown or evaluated for breed standard and have great pedigrees that show health, longevity, breed standard, temeprament.

You put them together in the same room or the same yard when the female dog is in heat. You don't have to get him interested - you won't be able to keep him off her.

if he isnt interested, she isnt ready. With a maiden dog, you really need someone with experience as it doesnt always come naturally.
