19--= Mil novecientos...

"mil novecientos setenta y cinco"
and now we have "dos mil..." (2007 = dos mil siete)
you would never say in Spanish "diez y nueve setenta y cinco"
(nineteen seventy-five).
going back in time a bit we have...
1000 mil (1001 = mil uno)
1100 mil cien (but 1123 = mil ciento veinte y tres)
1200 mil doscientos
1300 mil trescientos
1400 mil cuatrocientos
1500 mil quinientos
1600 mil seiscientos
1700 mil setecientos
1800 mil ochocientos
before 1000, just leave off the "mil"

u should say 'mil nueve cientos citenta y cinco' for 1975.
Retain 'mil nueve cientos.....and add the ff:
veinte -20
treinta-30
cuarenta-40
cincuenta-50
cicenta-60
citenta-70
ochenta-80
noventa-90.....then add 'y' for the above to:
uno-1
dos-2
tres-3
cuatro-4
cinco-5
seis-6
siete-7
ocho-8
nueve-9
diez-10
