Whether you have a solid, liquid or gas, all three are able to conduct electricity (dc/ac)... if it's dc, then a voltage difference between points is causing a moving wave of electrons between these points. If you are talking ac, then the voltage difference causes electrons to merely stay at their mean positions, but vibrate at signal frequency.
In both cases electricity is transmitted.

Everything is NOT solid liquid or gas.
Those are states of MATTER.
There are two more states. (Look 'em` up).
Electricity is energy carried by a flow of electrons.
Electrons, are constituents of matter, (small
enough to be down there where things start
to get weird), and are not matter in the normal
sense.
If you have to try to put them in one of those
categories, my vote would go to 'gas`because
they repel each-other so strongly, but other
arguments could be made.

Actually there are four states of matter it is just dumbed down for high school/grade school., The four states are Solid, Liquid, Gas and Plasma. Plasma would be the state of electricity and the sun. It is where the shedding of electrons give off heat and light.
