Yes. Because when we disobey God & hurt others, we hurt God.
For the Christian. When we sin, we are to confess our sin & He Is faithful & just to forgive us our sin & cleanse us from all unrighteousness. This is a promise. But sometimes, if we hurt someone, Jesus will direct us to apologize.
So? We always ask Jesus for forgiveness, & then trust & obey God as to how to make amends with others.
For the sinner who needs salvation, they just need to repent for not believing in Jesus Christ, the Son of the Living God. Because it is too difficult for anyone to remember all their sins.

Well, to me it's not just the one or ones we've hurt, but also God, Jesus, and any of the angels or heavenly host who may also have been challenged by us. If we ask God's forgiveness, then that's only the beginning of really knowing the action and dynamics of true forgiveness. Good question!

"The Father in heaven loves his children, and therefore should you learn to love one another; the Father in heaven forgives you your sins; therefore should you learn to forgive one another. if a person doesn't forgive then God cant forgive them so we must forgive.you see holding resentment and hatred stops the flow of the spirits guidance.any thing that stands between you and Gods guidance thru his spirit is a sin.if were sinful then the spirit cant lead us to heaven since were not connected to it.we must do Gods will to make it to heaven.heaven is what i wish for ..i am working on forgiving all the time.i hold some resentment and i need to let go.i do apologize to people if i am wrong,

Of course God, is the one. When we sin we've offended God. To sin is to go against the will of God. So you ask God and God is a forgiving God, when we come to him and confess our sins before him. You also should ask forgiveness of the person you've trust passed against...

It should be both. For all prayers are ordered in the Bible to go to God only. If we have sinned against God's orders we want His forgiveness too.

I think so. It is the one of the AA twelve steps that I actually think makes sense.
As long as it will not cause more harm, then you should confess your wrong to the person it effected, repent(apologise) and make restitution.
Even if they offer no forgiveness it is a very good step toward repairing relations with them.
