If the scratching is not too much, it's just an itch. If he scratches like there is no tomorrow, must be allergies. Take it to the vet.

Try using oatmeal shampoo for dogs.

Many things cause scratching - allergies to different food ingredients or different plants, or dust or grass! Also different types of mites and lice, or skin infections, or even just behavioural issues. If you're certain your dog doesn't have fleas you should take him to a vet to find out what the cause is, otherwise you won't know how to treat it.

Dogs don't have to scratch just because they have fleas. Maybe they're just itchy. Nothing bit me, but i am itchy.

Edit: If your dog seems like he does this way too much, you can go to a petstore and buy a special cream for dogs to help relieve the itching.

Don't you scratch on every now and then just because you may feel a tickle somewhere? If it is happening a lot, their skin maybe to dry. You may need to find a product to make it less dry. If you don't give baths a lot, a good brushing and bath with a gentle dog shampoo may be your answer.

Well, don't you itch sometimes? It doesn't mean that you have fleas or lice, right?

If your dog is scratching himself more than normal, you can buy some great oatmeal shampoo at your local pet store that will soothe dry or itchy skin. Really great stuff.
