Your IP Address (that is your public IP address) is provided by your Internet Service Provider.

If it is dynamic it changes each time the modem is rebooted. If it is static it never changes.

You can get a new IP address by changing ISPs.

The question is "why do this?" because you need an IP to link. If you have abused your privledtes they will deny you service in the next attempt regardelss of IP address.

That functionality is built into Windows and Linux and just about every OS out there.

If your using Windows, then just run the Network applet from the Control Panel. Right click on the connection you want to assign the IP address to, and select Properties. Then double click the TCP/IP Protocol. From those screens you manually assign an IP address, gateway, DNS, and WINS servers.

For Linux, it varies from distribution to distribution. You can usually double-click the network icon in your task bar/panel and manually assign an IP via a simple GUI interface.
