Why do evergreen trees not sucker like deciduous trees ?

Suckers come from adventitious tissue. Adventitious tissue is cells that can produce different types of tissue. If a tree, like an oak, is cut down then the cells that were making up the stem can change into cells that make up buds. Some plants don't have this ability to adapt.
