Thats the point of having a recognized Wicca religion. Like any organization it takes some steps to protect its own. The Wiccan Rede serves a purpose for all Wiccans. Dont screw it up.

Why put a spell on someone when karma will take care of them later, you reap what you sow. If you do something bad then you will reap what you sow.
