In the USMC you're an NCO when you make Corporal (paygrade E-4)... in TODAY's USMC, you should be able to make E-4 in 3-5 years.
Just FYI, in the Pre-WWII USMC, Corporal might take you 10 to 15 years !!

It can depend on your MOS. It took me almost 3 years to get to Corporal. I don't know if they do it anymore, but it used to be in the Marine Corps that if you couldn't make Staff Sergeant by your 11th year or with a waiver up until your 13th, then you'd have to leave the Marines. I knew a few people that this happened to but they were able to go into other branches of service. It wasn't because they were bad Marines, it really was the system according to their MOS. Usually, a Marine will be able to retire after 20 years of service as a Gunny (E-7). But I've seen some retire as an E-8 with 20.

I've seen people pick up NCO in their 1st 2 years. How do they do it? they come in as an E-3 lance coolie by recruiting some people and they get meritoriously promoted to E-4 Corporal by going on a board.
