June first 1975 is the cutoff for the hunter safety course here in Florida. They are offered often, and many times a year. As the guy above said go to the FWC website or call. I have been hunting here in FL since 1990, but I am old enough so that I didn't have to take the course. I will probably just take it anyway some time in the future, because I would like to do a hunt out west, and some western states require it.

Wanna know has given a good answer.
However, there is no "set year" for all states. The regulations really change from state to state.
I was born in 1975. When I hunt in Wisconsin, you need to take a hunter's safety class if you were born after 1971 (military basic training can also be substituted). In Illinois, it is anyone after 1979. The last time I hunted in Alaska, I don't think it was required (I am not sure if it is now or not).
As to where to take it....
In Flordia, it looks like you can take the class in person or online/cd-rom.
Here is the link that talks about hunter's safety:

It depends in which State you live in.** Some States will issue you a hunting license without taking the hunter safety course if you can produce any license from any prior year that you had issued to you in that State.**
