You are correct to note this as a problem. It can get to the point where the computer refuses to shut down at all. Get troubleshooting software like Norton Utilities and run the maximum procedure, and then run your antivirus and antispy software too.

There are services running in the background that may be interfering with your shutdown process.

get spyware doctor.... and registry mechanic... run spyware doctor first, then do a scan with registry mechanic.. all will be fixed.
