This is a very old symbol that was used for various reasons at one time or another, it was used to depict a grave or graves and can still be found in many cemeteries throughout Europe.
It was used in places especially during the middle ages to warn of plagues and various societies use it today such as the skull and bones society of which Bush is a member.
Basically it is a representation of death and mortality.

Take a look at older European crosses and tombs. The threat of hell and death are the oldest tools in the christian arsenal.
It's all they really have actually.
