As accent is the determining factor, to low and high linguistic cultures, like in german! German high, is a fluid, easy but rapid speech, due to the simplification of the accent. The low german is the more gutteral brogue, with thick heavy deep, long, accentuations! This is the same patern, as the northern, united states,("high"?), and the southern united states,("low"?) ?

You are basing your premise on an erroneous assumption.

High German = The form of German spoken in the mountainous areas; spoken at the higher elevations

Low German (Plattdeutsch) = The form of German spoken in the coastal plains; spoken at lower elevations.

The 'High' and 'Low' have nothing to do with accent.

In fact, English is a Low German language. Low West Germanic was the direct ancestor of today's Low German, Dutch, Frisian, and English.

I'm not sure what you're getting at, but Low German (Dutch) is different from High German in many more ways than accent. On the other hand, the terms originally referred to the speakers' location relative to the Rhine, so in a way you have something there wrt to Mississippi.

Accent is not considered a factor in determining whether one's English is "low" or otherwise. You can have a bad accent and still speak according to the established standard English usage and diction. What is considered "low" English is a level of language considered unacceptable in polite society like slang and vulgar words. So don't consider a person's accent as an indication of inferiority or superiority.
