It's mating time, short of keeping him indoors 100% of the time he's not going to pretend he won't know when a cat is in heat around him.
Neutering is the only way. Sorry dude, are you ready to help find homes for the kittens? Is he part of a breeding program? If the answer is no, then get him neutered.

The only justifiable reason for not having a male cat castrated is if he is a pedigree that is registered with breeding rights. No responsible owner of such a cat would let it roam outside as it would be at high risk of contracting diseases like feline AIDS.
If you cannot be a responsible owner then please find a new home for your cat.

1. De-sex him
2. If that doesn't help you Will have to keep him away from the female that is on heat.

you will need to keep your tomcat in your house
no outside trips for a week or so
but nature calls - and he's willing to answer the call
