Actually, if you cook them until they are "crisp-tender" then they are most likely to swell somewhat and retain their color! Cooking them beyond this point leaches the water from them and they appear to shrink up.

Because they get "dehydrated" and the water cooked out of them. Like us, vegetables are mostly water, so when that water is taken out, they shrink.

Plants have stiff cell walls. When you cook them these walls start to break down and get loose. So the vegetables, which are plants, shrink.

Because when you cook them they lose a lot of their water content
