At my neighborhood Halloween party on a street with a lot of kids, we all enjoy "bobbing" for doughnuts—hanging doughnuts by strings and eating them without our hands. The kids also like decorating cookies with endless candy and frosting.

a Halloween coloring contest
bobbing for apples (is kinda a health issue with some parents.) so i avoid that..
face paintings
Halloween crafts (make creepy critters)
make sugar cookies and deco with icing (make pumpkins ghosts etc...)
have cartoon Halloween movies on?
treat bags with Candy or a pinata
musical chairs (playing halloween music)
try orientaltrading.com for some Fun and inexpensive Halloween items or Any occasion.

set up your own little trick or treat in your house, have a party with family and friends then have them stand in the door ways in your house to pass out candy to the wee ones. Or, if it's just a small family night your after, how about a treasure hunt? leave a clue here and a clue there may a piece of candy with each clue and the treasure could be any thing.... a big bowl of candy, ice cream, a toy, a movie to watch, anything that they find special. Well, the theme is already there. Halloween.
Having games, bobbing for apples etc.
Little prizes. A Halloween cake!
Maybe even get adults to go to rooms at some point in the night and the kids can "trick or treat" in your home. :) That would be cute!

Have the kids dress up and you dress up as well.
Have treats and goodies such as cake, punch and chocolate.
If you can afford it, rent a halloween themed jumpy thing, the kid will go crazy. Play some spooky-ish (not too spooky, i mean they are 5) music. Get a bunch of little squashes and have the kids paint their own pumpkin. Pin the nose on the jacko lantern. Pumpkin pinata, "Skeleton Skeleton where' s your bone?" This is a simple variation of the old favourite, "Doggy doggy where's your bone." "Ghost Ghost Boo!" This is a fun variation of " Duck Duck Goose." Make sure to give them goodie bags filled with sweets before they go.

Pinatas with party favors inside and small amounts of wrapped candies.
Apple bobbing
Apple cider and donuts for snacks
Coloring pictures of pumpkins they can keep
Dressing up as princesses and other non scary things. My niece wants to be a cat or football player this year.

sure, make him dress as someone horrifying. freddy cruger, or whatever.
then go for trick or treating to some friends house and pretend she or he is really scared of him.
he will see the fun in it, and his terrified views will banish.
