How do you make the detailed pictures (drawn ones) on photoshop?

Like in deviant art there are reaaly good artists and I think they use the computer to draw then on, how do you do it/what program is it?
Plus how in the pictures you draw do you put in shaddows (like on the one drawn on the computer)

A talented artist would start by buying Adobe Photoshop CS3 and learning how to use it, then buying a drawing tablet to make working easier.
