Sounds like an unscrupulous person who sold you this dog, so good luck getting your money back.
As for the flea problem, just pick up some stuff from your vet - when you take puppy for his first check which should be asap. Your vet can provide you with regular flea and worm treatment. Puppies should be wormed every 2 weeks until 3 months old, monthly until 6 months old and 3 monthly thereafter. They should be flea treated NOW - this can be done from 2 days of age with veterinary products. The vet is going to give you some Frontline, Revolution, Advantage or Advocate - ask how much they charge because everywhere is different.

If you go to the store and get some dawn liquid dish washing soap and give the puppy a bath, make sure you put the soap on your hand and get a soapy froth going then put it on his fur, that will kill every flea! It is great, safe, cheap and very effective.
As a wildlife rescuer, we often have baby raccoons, deer, squirrels and other baby animals covered with fleas, so we know for sure that the stuff works and have in on hand at all times. As far as the worms, that is typical for all puppies especially from puppy mills where the people dont care about anything but getting your money. they sell puppy wormer at walmart, and they have flea spray for carpet and furniture. After you bathe the puppies, take them out side so the fleas can die out there. Then spray your entire house (carpet areas) and then get some Seven Dust from the homedepot ( it is very cheap) and sprinkle the dust all around the exterior of your house, by the doors and all around the yard. It wont hurt the dogs or humans and will kill fleas, worms, spiders and other bugs and will keep them away for months. Be sure to get wormer for your other dog too,

It takes a bit of work, but cost wise it's very effective. Just give him a thorough bath with Dawn Dish Soap, like mentioned above (It really does work great.) and afterwards, give him a second bath with Advantage anti-flea/tick shampoo. That'll practically garuantee every single flee is gone. I suggest keeping the dog outside of the house, until you've cleaned the house thoroughly, shampoo the carpet with one of those steam-cleaner vacuums, those work wonders, and spray the furniture, and linen with Any kind of Anti-flea spray, and than also with Febreeze, also, run the Bedding through a washer/dryer, and that'll fix all your problems, hun. As far as deworming, there are products on the market that'll be really cheap to do it yourself, but I advise taking your pup to a vet.
In the end it'll run ya' close to 100 dollars, maybe 150 tops.
Also, for not only a future buyers safety, but also the Sire and Dam, and other puppies safety, contact the appropiate authorities and look into having those Backyard breeders busted for neglect, and even possibly animal abuse, those poor dogs.
Hope I was of help, best of luck with your pup!

Frontline is the best...never buy stuff from supermarkets it simpley isnt good enought quality. wash everything like his collar, bed , sofa covers ect. Buy a flea spray and spray the whole house . when you get the frontline that stops the cycle of fleas not just kills them. You could use a flea collar but i find frontline is the best flea product. it is recommended highly from the vets around my area. allthought it is quite expensive it is worth the money to keep your pup happy and healthy x good luck x

You should contact the people that you bought the dog from.. No dog should ever leave the breeders home w/ worms and fleas..
You'll have to contact your vet for pricing it's different in different areas.
Do NOT use anything by HARTZ.. It is killing pets.

buying with papers is not a guarantee against flees and worms, just looks like you found a BYB
see your vet as soon as possible before your house gets infested, vet will advise you - change the bedding and spray your home with Advantage

you should probably get your money back for the dog.
if it has worms and fleas, the people probably sold it to you so they didnt have to deal with it.
