911 is a free call. If you're referring to obtaining a ride to the hospital if the ambulance refuses, then you're out of luck. You will have to provide your own transportation.

Ambulances respond all the time, but nobody can be forced to accept their service nor forced to pay for service not provided.
In an emergency, not all the facts are known, but immediate action is demanded. By the time the ambulance arrives, more time has passed and more information may be forthcoming, making the ambulance unnecessary. To charge someone a fee for erroneously making a call would defeat the purpose of 911. Future calls would not be made for fear of making a mistake.
The exception would be where it's obvious that no emergency ever existed and the 911 call was a prank or scam. Then the police could charge the caller with filing a false report which may result in criminal fines and possibly jail.

The call is free. The system is also designed to allow 911 calls to be made for free from pay phones and even deactivated cell phones.
As for the EMS crew, if you decide not to be transported to the hospital, then there would be no fee for that. However, if you were treated on scene, the EMS company may bill you for treatment received.
There are specific rules under which you cannot refuse a transport to the hospital. They include-but are not limited to-head injuries or other injuries that affect your mental status (you are not considered to be mentally coherent and not able to make medical decisions), any threat or attempt of suicide (you lose the right to refuse medical care), if you are under the age of legal consent (under the age of 18 unless you are married, emancipated or a parent yourself), or if you are taken into police custody and the police deem that you need medical treatment (such as a car accident involving a DUI).
I will say this...playing around with the 911 system (making false calls) is grounds for criminal charges. When a person does that, they are taking away the help from people with real injuries or illnesses who require assistance. The calls are traced and recorded. In most places, this is automatic. As soon as the call comes in, a tracer is activated and a recorder will tape the call.

The call is free. There will possibly be a charge for any services rendered as a result of the call, whether you are transported or not. (For example, an ambulance is sent to your location and the EMTs determine that you don't need to go to the hospital - there will probably be a charge for the visit.) Any charges are generated by the responding agency, not the 911 service center.

where i live, if the ambulance comes to your house and does not take you to the hospital, then there is no charge.. at least not after the first 3 times.. after that it is 50$ a call....
