"Menos uno punto cuatro grados Celcius"

But it'd be more common to hear "uno punto cuatro grados Celcius bajo cero".

Menos uno punto cuatro grados centigrado bajo cero.

Centigrade and Celsius use the same scale. Cero grados centigrado is 32 degrees Fahrenheit, or the freezing point of water.

The way we in México will say that is:

"uno punto cuatro grados centígrados bajo cero"

We call "Celsius" degrees "centígrados", but "celsius" is right too, only not very usual to hear.

menos uno punto cuatro celsius-----or---- 1.4 bajo cero celsius.

Here in Mexico I usually hear people say centígrado rather than celsius so what your US science teacher told you doesn't apply outside of teh US, lol.
