When Turkey lost Crimea there was an article in the treaty that said:
If Russia looses control over Crimea all rights are reserved after Turkey on this territory.

Not all old treaties are carried out. If it were, Turkey would be receiving serious income from Musul and Kerkük oil. Previous and current Iraqi administrations owe Turkey a large amount of money, accrued from recent years, but do you hear anybody mention it? No. When it comes to energy resources, the rule is finders grabbers.

So, if Russia ever loses its influence on Crimea (which doesn't look probable), I don't think somebody will tell Turkey, "Come get your due, this is your right."

From what I know, the Crimea (even today) has many Turks living there. It could be possible that the Russians said this.
