NEW YORK CITY: No turn on red EXCEPT WHERE POSTED !

The rest of NY STATE: Red turn on red is permitted EXCEPT where posted "NO TURN ON RED".

You don't HAVE to turn on red, and why are you paying attention to a horn blowing in NYC traffic ?????
