Congressional Gold Medals should not be confused with the Medal of Honor (commonly called the Congressional Medal of Honor), which is also awarded by Congress, but only to military members as the highest military decoration of the United States.
A Congressional Gold Medal is the highest civilian award which may be bestowed by the United States Congress, the legislative branch of the United States government. The decoration is awarded to any individual who performs an outstanding deed or act of service to the security, prosperity, and national interest of the United States. The honoree need not be an American citizen.

Military awards are ranked, senior to junior. The highest ranking award is the Medal of Honor. It is criminal to even have on you are not entitled to.

Look at the website to check out the citations. These are some serious acts of bravery under fire. Most of them die in combat to recieve the honor.

You really need to define this question by country, as there are many high awards available in many Nations of the world.

The MEDAL OF HONOR!

The CONGRESSIONAL MEDAL OF HONOR is an award to CIVILIANS and bears no relation to the MILITARY AWARD.

THE VICTORIA CROSS is Now a British only Award.

Canada, Australia, and New Zealand have their own specific versions for Bravery & Military Merit in the field of battle.

of course the Congressional Medal of Honor, which is given during wartime, and you have to do something pretty extraordinary to get it. Usually those guys did above and beyond what they had to do and saved someone or peoples lives. I have a book called Medal of Honor and it is nothing but stories of all the Medal of Honor recipients and I have the guys in my platoon do essays when they do something wrong. So they can see what they should do instead of doing the wrong thing.

The Medal of Honor is the highest award a a soldier can receive, though it's usually for an act of heroism so brave that the soldier sacrificed himself to receive it. The two most recent awards of the Medal of Honor were posthumous.

That question is two fold. The obvious answer is the congressional medal of honor. Simply because it is awarded directly for the commander and chief(the president). This is the rarest commendation to be approved or even recommended. In my own personal opinion the combat action badge this is awarded for being in direct and returning direct fire from the enemy. It is given more because we have alot of boys engaging the enemy these days.
