It is best if you wax your underarms regularly. Underarms generally look dark due to thick hair under the skin, caused by shaving. Waxing removes hair from the root, so there is no hair under the skin, and the underarms look clean. Also, regular waxing reduces hair growth over a period of time. How long it takes differs from person to person. Often, as soon as you wax for the first time after shaving for a long time, your underarms look much cleaner and lighter. This is because the hair is a lot thicker, so the wax gets a good grip and pulls it all out. There are chances your armpits may bleed very slightly, so don't get unduly worried if this happens.

Skin is just naturally darker there, regardless of race, on some people. I knew a black girl who didn't shave under her arms in winter since it made it darker. That may also cause the same thing in your inner thigh if u shave there. Delicate skin - turns dark from shaving for some people.
If you have dark hair and light skin, you'll always have some sort of shadow under your arms. If it bothers you, try laser hair removal and put an end to shaving forever!

You see, the problem with your question is that we can't see what you are talking about. The only way you'll get advice that is worthwhile is if you see a doctor o go see the campus nurse.

OMG, I have that same problem, not with my legs but my arm pits, I thought I was the only one!! Tanning usually helped me, I know you may think it will just make it darker but it helped, I don't know why and I don't know what it is.
