You need to read the article better.
President George Bush said "God would tell me". It doesn't say God did tell him. Let me cite the text:

All throughout history people have used religion as a cloak for personal agendas. It it simply a matter of taking something noble and twisting it into a perversion and painting a smile on it so no one sees the skeleton grinning underneath. This applies to ALL religions, not just Christianity.
