I like musical chairs(depending on how many children you will have over) It probably want work to well with a bunch of children, because I'm sure you know how long their attention span is. I would do that if I had about 4-6 kids there. Pin the tale on the donkey is always a good option.

At some of my kids parties we've had:
storytime by the clown (toddler party)
facepainting (preschool party)
balloon popping races
you give each kid a balloon, and see who can pop it the fastest by sitting on it - just make sure no little ones put the popped balloon in their mouths, it's a choking hazard
sack races
the ping pong in the bucket game (Bozo the clown show)
the kids have also done a water balloon fight
cake walk races

Pinata is always a hit, as noted above...just be very careful of that swinging stick, so no one takes it to the face (or crotch when it comes to the adults standing nearby).
For my 4 yr old's birthday this year, we went dino-themed (and outdoor). I made fossils by putting dampened sand in a chinet type bowl, pushing little plastic dinosaurs into the top of the sand, leaving half exposed...then covering with plaster of paris...allow to dry overnight, then the kids can flip them over, rip off the bowls and brush the sand off to find their own fossils...I also printed off a big T-Rex, and we played tape the tooth on the T-Rex (instead of pin the tail on the donkey), and we also made 'volcanos' by taping a dixie cup to a paper plate, covering with aluminum foil...then you put a spoonful of baking soda in the tin foil covered cup...let the kids pick a food colouring colour to drop into the baking soda...pour vinegar overtop - tada - various colours of volcanoes...don't do this one on the grass though, it'll make brown spots. :)
With this, free play, cake and present time, it filled two hours nicely. It takes a bit of advance prep, but then you've got stuff ready to go when you need it.

tose the circules around a plastic stick up on the ground.
use 4 buckets sand 1/2 full and get two shovels small tell them to run back and forth and one that gets to certain line wins.
