I have a budget of up to 400 dollars. It will mainly be just for riding 3-10 miles each day, and eventually I want to ride trails. Thanks for the suggestions.

Raleigh is a great company if you're budget-minded. They often offer bikes that use componentry from the next price bracket up when used by the big companies like Trek and Specialized.

For 2008, they're offering the Mojave 4.0 for under $400, which includes a lifetime warranty on the frame and a one-year warranty on components; the exact same warranty as a $3,000 Cannondale. It's not a top-line model, but it does have features that will enable it to perform fairly well on trails.

I'm the same height as you, and ride a 16" frame in Raleigh.

If you are looking for a mountain bike Giant makes a really good starter bike the Rincon. I got one for my wife and she is 4'10" but it was still a little to big for her so I am selling it because she never rode it.
If you lived in the area you could test ride it to see if it what you are looking for...

they are both very comfortable and the smoothest ride u wil ever find.

Go to any bike shop and ask questions. Make sure to see if you can get replacements parts because some parts will wear out and you need to replace them. Like tires or brake.
