Why do you need to tell her. Is she planning to sing in public? If she just sings for her family, leave the howling to the dog, but if public embarrassment is at hand, take at least two people with you and tell her, "look, sis, I love you to pieces, but you can't carry a tune. You may not be able to hear it, but we can. We just wanted to save you possible embarrassment. We'll love you either way."

Don't tell her. Lots of people sing eventhough they are horrible at it. Singing is fun and a way to express your emotions. You will just have to live with it, sorry.
