The headlights on your car only cast light a certain distance ahead of the car. Street lights help to illuminate the street and break up shadows to allow you to see something that your headlights might not let you see. Similar to you shining a flashlight down a hallway and having someone standing out away from the beam of light, you can't see them. These help light up the road as you are approaching the area that is outside of the beam of light from the headlights. They also help in seeing the white and yellow lines during inclimate weather (rain, fog, etc.). Angles and field of view change in low light situations. These help to increase distance and visibility. They also could warn you of potential hazards and dangers ahead of you out of your field of view and out of your headlights range (animals, something in the road, etc.) They are also placed at side streets and intersections to make cars more visible that your headlights may not cast light on. Normally, the street lights are bright enough to cover the street and still illuminate the sidewalk.

The street is traveled more than sidewalks (at night especially), so lighting the street is very crucial.

They are over the street but you can still see light on the sidewalk.

Because if they lit the sidewalk, they couldn't be called Street lights.

Why does a driver need to see a pedestrian on the sidewalk? It might be helpful to see a pedestrian on the road, you think?
