No they don't.
Here's the story on how that rumor began:

I found a great quote somewhere on the subject that stated, "If this were true, there would be exploded bird parts all over Asia."
Rice is a grain and birds eat it in the wild all the time in its natural state: uncooked.

No, they won't. This is a common myth that almost everyone believes. Yes, uncooked rice does swell quite a bit when it absorbs liquid, but a pigeon will not eat enough to do any harm. Their crop is like our stomach, it is stetchy and will expand to fit what it needs. The worst that could possibly happen is that the pigeon's crop would rupture, but even if it were to do this, it would heal and the pigeon would live. Also, they would vomit if they felt uneasy, like we do if we eat too much. Think about it, pigeons and doves are grain and seed eaters, and were originally native to Europe and parts of Asia. Rice is part of their natural diet, so they are built to be able to eat it. Because so many people believe the birds will 'blow up', they say you aren't able to throw uncooked rice at weddings.
Oh and it also isn't true that Alka Seltzer will 'blow up' a seagull.
