Think of most words ending in oy as making the oi sound as in toy. I put the phonetic spelling, because the a makes the schwa sound indicated by the upside down e in the dictionary.

Someone from Savoy is a Savoyard, pronounced (sə-voi'ärd') or (säv'oi-yärd') There is also Savoy cabbage, but I don't know how it got its name.
Illinois, Massachusetts, and Texas all have towns named Savoy.
