Sure it is, even Satan and the demons know Jesus is Lord (Mt 5 :1-20, esp v 7), but they certainly aren't full of the grace of God.
EDIT: I Cor 12:3 does not mean that the Holy Ghost cannot inspire a non-believer to refer to Jesus Christ as the Lord. Remember, there will be atime when EVERY knee shall bow and EVERY tongue confess that Jesus Christ is Lord...that includes non-believers as well! (Rom 14:11-12 and Phil 2:11)

It is written that one can't call Jesus accursed by the power of the Holy Ghost. And one can't confess Jesus Christ their Lord (honestly) but by the power of the Holy Spirit.
So? No.
People can confess 'Jesus Christ Lord' in a mocking way & that would still be cursing Jesus.
If you honestly confessed Jesus Christ your Lord & Savior & believed in your heart He raised from the dead; then you had help from the Holy Spirit. You are a child of God.

The only rub is in meaning it. I'm quite sure that I could do it so that you'd believe me, but deceiving is against my atheist morals.
There is very little motivation to say Jesus is Lord, or that he is any thing else without some sort of belief in him.

Jesus takes you to God, so if you don't know God, how are you supposed to get to him? Knowing the leader is one thing, but knowing where he's taking you is another.
