Botanically, they are a fruit.

But remember [then] President Reagan wanted ketchup
declared a vegetable as part of the federally-funded school lunch program...

It's undefinible because both fruit and vegetables grow on vines. Grapes and melons grow on vines and are considered fruit but so does squash and it's a vegetable. Maybe it belongs in it's own class as a vine growth since most fruits grow in trees and most vegetables grow on a stalk, closer to the ground or in the ground.

Tomatoes are a fruit

i consider tomatoes to be a fruit, based on the fact tomatoes have seeds in them, and all fruits tend to have some kind of seeds in them. even bananas. bananas would have the seed at the top, where you peel it from. oranges have seeds in them. grapes have seeds in them. so do mangoes, and melon. i would think in a salad you'd think of it as a fruit because you're also adding other fruits into the salad, like perhaps cucumber or avocado. i have yet to see a salad with vegetables in it.
