I have hourglass curves and I am short. The problem is, since I'm so short and my frame is small (I stil have butt and a bust), It makes me look even tinier.

First work on posture and holding your head up. Think "swan neck" wherever you go, and push your shoulders down a little to make the neck look longer. Also keeping your head up gives the impression of a taller more confident you.
Then, wear clothes with ruched, pleated, or frilled details to add a little volume in flattering places.

You don't want to appear larger, you want to appear TALLER.
1] wear clothes that fit perfectly - no oversize tops, swing coats, over full skirts, wide or cuffed pants, puddle pants or too long sleeves.
2] Aline/pencil skirts that end at top of knee lengthen legs.
3] hip length top lengthens torso
4] Vneckline makes you appear taller.
5] low rise [ not extreme ] pants/jeanswork for you
6] open toe, pointy toe, slingback, or heeled shoes elongate; no ankle straps.
7] having a great hairdo, the right makeup colors, and pretty earrings draw attention up, making you seem taller.

dark colored jeans will make you look longer, especially if they are straight all the way down from your hip. that's very flattering on curvy figures. wrap tops always look nice too. never go for shirts that are too long because they usually will only make you look shorter. sometimes too much layering can make you look shorter. dark jeans and a wool pea coat for winter would be very flattering!!!

Maybe you could try the flare type pants or jeans.
I've been told that wearing pointy shoes makes your legs look longer.
Maybe you could try to wear bigger sized clothing, but not making it look like your swimming in them...
