For $250, you're approaching the territory of a used Canon Digital Rebel, also called the Canon 300D. Used, they sell for $275 to $350.
Here's a completed listing as an example, which sold for $330 with lens!

My recommendation: go for a used Canon Digital Rebel (not the Rebel XT or XTi which are out of your price range). The basic Digital Rebel is a much better option than the point and shoot, and it's much more affordable than the Canon10D the other poster links to. In fact, it's only slightly more expensive than the camera you linked to AND it's an SLR like you really want.

Its a reasonably good camera but totally a point and shoot one.
If you need one professional type camera.. which has a picture quality as close to as professional camera and also the feature set of professional camera and one in which you donot have to worry about expensive lenses then i will like to suggest Sony R1. its an amazing camera, and i feel that you will really like it.. just give it a good luck
