How did the other convience stores get shut down when there was violent crime?

In Syracuse, NY. the police will shut down a convince store if the owners do nothing to stop the crime around it. Finally the one in our neighborhood had a crime big enough to get on the news, even though for years people have complained about it.
Is there a certain department we contact?

I don't understand you're question, it sounds like you're saying the convince store owner is responsible for stopping crime in his neighborhood.
