it sounds like closed captioning, which is where they type the words out on the screen of whatever the people are saying. It's meant for deaf people to be able to watch TV I guess, but I hate it because they hardly ever get the words right, lots of typos and misspellings and stuff. My tv does it automatically whenever it's on mute, but when I turn up the volume it goes away. Maybe there's some setting on your tv that's messed up so you see white boxes instead of the typed words. Idk though, I live in the US.

i dont know about times or things but this i think is because, ever a commercial break is coming, the end of the programme is coming or the video needs changing, old fashioned though i think

In movies you often see it-its a signal to the projectionist to change the reel....but on TV its a signal that the comercial break is imminent
