There are a lot of things you can do. I tended to break out in acne on my chin when I began long kissing sessions with my boyfriend. But, it can be caused by any number of other things.
First off, if you cook/prepare food, sometimes grease or splatters of food get on your face, and they are so minute that you don't notice them. They can lead to greasy skin easily. (I used to cook for my family. One night, I was walking through the living room after making pan-fried pork chops and couldn't see much due to the oil specks that had collected on my glasses. That's when I realized that food prep was making me more likely to break out.) I wash my face after cooking anything on top of the stove.
Your face soap may be an issue as well. You'll need a "non-comedogenic" face cleanser that is suited to your skin type. You sound like you have combination skin: one part of your face is relatively dry, while your chin is oily. There are so many facial cleansers out there that it would be impossible to tell you exactly which one to get. I know that most women and teens do great with the products by Clean & Clear, Cetaphil, Dove, and Purpose. Follow label directions, and make sure you check the label for your skin type and for anything which might be an allergen for you. I have to avoid rosemary extract, almond oil, and Lanolin. I've used Dove Unscented/Sensitive beauty bars for years, and they've done well for my skin. Perfumes and scented soaps will cause acne for me.
OK, so now you are using a cleanser made for your skin type and you are aware if you are cooking that sometimes that can cause issues. Another thing that caused issues for me was the food I ate. It's surprising the difference when you spend a day eating healthy, non-allergenic foods or a day eating sweets and greasy foods. I recommend eating fruits and vegetables instead of sweets and choosing leaner cuts of meat when you get that choice, and choose grilled over fried. Although it is a controversial idea that eating sweet and fried or greasy food can cause acne, I have found it true for me. You'll have to decide for yourself whether food seems to break you out. The easiest way is to keep a food diary as well as acne diary. You can set up a piece of paper, one side for foods you ate and the other side to say any problems, like blackheads, white heads, or cystic acne.
One last thing I have found that causes acne, especially at your age, is hormones. Hormones play a large role in how active our sebaceous glands (skin's oil glands) are. I found that my acne would break out two weeks before my menstrual cycle and would suddenly clear up the day after it began. It was an odd pattern, since I'd been told that I didn't have a hormone imbalance (I still get acne at 36). When I showed my acne diary to my doctor, that is when she finally agreed that hormones were an issue. Then she ran a few blood tests and discovered I have Polycystic Ovarian Syndrome. It can cause acne, irregular periods, painful ovulation and periods, and mood swings/PMS. Most doctors prescribe a form of the Pill (like YAZ or OrthoTriCyclen) for acne and irregular periods for young women. If it is discovered that hormones are playing a major role, you might want to consider talking to your mom or dad about it. You can keep track of your menstrual cycle in your acne diary if you use that method to figure out why you are breaking out.
You will want to make sure you only buy make-up made for your skin type. Either use a fresh disposable sponge each day to apply liquid makeup or use clean hands. Always wash your hands and then your face -- washing your face with dirty hands would prevent your face from being as clean as possible (think of using a dirty washcloth to clean your face: you wouldn't do that, right?). Some gals really benefit from using over-the-counter acne treatments. You can try either Stridex (with salicylic acid) or Oxy products (which have Benzoyl Peroxide). There are others as well, which are listed on the site below.

First of all if you rub your chin all the time with your hands you are putting dirt on your face, 2nd you need more than just soap, buy some acne cream and use it. Do you work around grease, like a fryer at McDonalds, that will do it too. You don't mention your age but when you get older that will help too. Just ask your pharmasist.

Sometimes the solution to curing acne starts on the inside. Becareful with what kind of soap you're using too. You might be irritating your chin, and instead of it helping it's just making it inflamed!

acne will go away as you get a little older, and your hormones ease up--I have heard making love is a way to speed getting rid of it, but that is probably just an old wives tale.

all you have to do is work out and drink lot's of water also maybe use proactiv and eat right.
