No reflective paint has tiny little reflectors embedded in it which reflects any light that shines on it. High gloss paint is just a paint that dries to a very shiny finish like it's been polished.

No, reflective paint reflects when light is shined on it at night. Think of being able to see reflectors at night when a light is shined on it. High gloss paint just has a shiny finish.
