If that's all there is to the question, it would be true, as "certain set of condition" would include "booting the PC".

Any program executes when certain conditions are met. With a boot sector virus the condition may simply be turning on the computer, or it may execute every N number of times the computer is booted. There may be other conditions, but a boot sector virus by definition is a very small program, to fit in 512 bytes along with the original boot code.

Its true. But you can replace 'boot sector viruses' with practically anything and it would still be true.
